This is the cover of a collection of reports commissioned by the Board of Education in June, 1994.  the report makes recommendations to enhance the achievement of students of African descent. 

It also shows the actions that would be taken by an African-American empowered education system for African-American children.  It would be in many ways, like the system after slavery and during segregation, when educators were lionized and dedicated teachers working with few resources and eager students, were able to bing an race out of enforced illiteracy, producing business and professional classes.

Will African-Americans ever again have the power to control the education of their own children, or has that job been outsourced to the heirs of the enslavers?   if it has, then why the surprise that the children aren't learning?
